Is it still possible to setup Qlik Cloud to use Okta for Auth w/o Purchasing Okta's API Access Management?

The above link, I've completed steps 1-12, step 13 refers me to the following link.

However, the first issue is that Identity Provider Type: Interactive is no longer an option.

So I selected Type: OIDC. I'm receiving error 400 when trying to Validate idP Configuration.

Is the above custom option still valid? Or do we need to purchase Okta's API Access Management?
