ERROR: Connection failure.You must change the database setting

My connection to other SQL server DB works but there's one that used to work but is now giving me error "Connection Failure. You must change the database setting. I have uninstalled and reinstalled JRE . My JAVA_HOME path = C:\Program Files\Java\jre1.8.0_261 exactly where it is. Please HELP!!!

Turns out the DB connection does not work on our local machine.
