Can't start TOS v.7.2.1 on Windows 10 64-bit - Framework error

I can't seem to be able to start TOS 7.2.1 on Windows 10. I am getting following popup.

" An error has occurred. See the log ..."

I attached the complete log. I have Java 1.80_231 and 10.0.2 installed.

I downloaded and unpacked .zip file again and everything worked fine.
