our company is using Talend Open Studio for Data Integration to build data migrations and integrations for our customers. The main platform we migrate to/integrate with is Salesforce. We have received an information that Salesforce will implement in all orgs from Spring`22 release new ICU locale formats. Little more info below:
ICU is a new set of locale formats. Locales control the formats for dates, times, currencies, addresses, names, and numeric values.
Salesforce orgs created in Winter ’20 or later have ICU locale formats enabled by default. By default, orgs created before Winter ’20 use the locale formats provided by Oracle's Java Development Kit (JDK). ICU locale formats replace the JDK formats in Salesforce for all orgs in the Spring ’22 release, but you can adopt them now.
We also recommend that you complete your testing before we adopt the International Components for Unicode (ICU) formats across all orgs in Spring ’22.

I am not aware of anything new that you will need to download/install for these changes. I am not expecting any significant problems with this unless the SOAP API starts returning data in a different way. Talend components make use of Salesforce's SOAP API. I will look out for information indicating that the SOAP API is being updated. However, since this ICU locale format is already available within Salesforce, I would recommend testing some of your where clauses that make use of dates to see that they are OK.
