Where to download TAC?

Hi,
I have already installed Open Studio 4.1 for Windows.
And base on this doc matrix that TAC is come as part of (included in) Open Studio.
Where can I download TAC?
Or TAC is only part of Talend Integration Suite?

Then by having open studio, we could not process on remote resources?
i.e. external sort program, etc.

There is a tExternalSortRow in open studio which is used to call a external sort program.
