Can we change the Qlik Sense on-premise installation folders for Program Files, ProgramData, and the PostgreSQL database?

Qlik Sense Enterprise is installed on the C:\ drive by default. 

The Installation Folder (C:\Program Files\Qlik\) can be altered during installation. 

The overall Program Data location (C:\ProgramData\Qlik) can not be changed, either during or after installation. You can configure the file share used for App storage, Archived logs storage, and Static content storage. These can also be changed later. See How to change the share path in Qlik Sense (Service Cluster) for details. 

For deployments that require moving the entire Program Data location, an alternative can be to apply NTFS junction points, which is a symbolic link to a directory that acts as an alias. This means that files are accessed from a path like C:\ProgramData\Qlik, while the files are stored and read from a different location like D:\Qlik\Sense.  

Symbolic links are NOT supported. 

For Qlik Support to troubleshoot scenarios with NTFS junction point, you may be required to reset the setup and restore C:\ProgramData\Qlik\Sense\ as data storage. 

The default PostgreSQL database folder location in C:\ProgramData\Qlik\Sense can not be changed, but a dedicated PostgreSQL instance can be set up.
