Qlik Sense install or upgrade fails with the error "Connection to server failed: Connection refused (0x0000274D / 10061)"

Qlik Sense Enterprise on Windows fails to install or upgrade with the below error:

Considerations:

• Service Account is available in the local administrator group.
• No Antivirus installed/active
• No security application is installed/active
• The .NET framework is already updated to a recent version.   
• Microsoft Visual C++ **** Redistributable (64 and 32 bit both) already updated to a recent version.

• Qlik Sense Enterprise on Windows

Resolution

• Check that the windows firewall isn't blocking the Qlik Sense Ports.
• Below line in the logs also expects that the server is running in IPV6

Verifies that the server at "localhost" (:: 1) is running

• So, try enabling IPV6 in your server
• If any customized port is used on Postgres other than 4432, this customized port needs to be specified while installing/upgrading the Qlik Sense

Cause

• A customized Database port is used
• Qlik Sense Ports are not listening
• IPV6 is disabled on the server
