Limit user access to apps in space

Is there a way to restrict user access to apps in manages spaces, similar to setting security rules and tags in Enterprise editions?

My scenario is that I have a multi client environment (small businesses with limited users), with each client having their own shared and managed spaces.  One of these clients would like to have multiple apps, with certain users only able to access individual apps but these will ideally remain in the same managed space.

This is easy enough in the on-prem enterprise edition using security rules and tags but how can this be done on SaaS?
