Anonymous users see stream but can't access apps

I have created a demo-stream filled with apps.

For the stream is an security rule that says 'user.isAnonymous()'.

This stream is visible for anonymous users but they can't access the apps within the stream.

They get the error 'you cannot acces Qlik Sense because  you have no access pass.'

I found on the community that you have to add a rule at the 'Login Acces Rules' menu under 'License Usage Summary'.

But the problem is that our license is User-based, so we don't see this option.

So where do i need to create an additional rule so that anonymous users can access the apps?
