Application level access in section access

Hello, 

I just want to know how to give application level access to the user with the help of section access. 

I aware we can achieve this with QMC by creating custom property. 

Is there way to do this by section access? 

For an example: 

User A has to see Sales application, 

User B has to see service application

My understanding is that Section Access can't control who sees the app in QMC (as you stated, this is done using security rules, often using custom properties). However, if a user is not included in an application's Section Access, trying to open it will give them an "Access is denied" message.
