I just downloaded and installed Qlik Sense desktop, but when the application started I was forced to log in and apparently I cannot create any local applications. Though the shortcut says "Qlik Sense Desktop", the application when started says "Qlik Sense Cloud". Creating an application immediately uploads it to the cloud. I see no way to save an application locally and not use the cloud.
I have downloaded Qlik Sense desktop previous versions and this was not an issue. It was possible to build local applications and upload them, but you weren't forced to do so.
I work in a bank and the information is sensitive. We do not wish to use the cloud but would like to use Qlik Sense on-premises, so the current download is entirely unacceptable.

I just downloaded today (11-Oct-19). I think it is version 13.42.1, September 2019 release. I have downloaded multiple previous versions and they didn't lock you into the cloud. I suspect it is a marketing move which I hope they will reconsider.

Unfortunately that didn't work. I clicked "Register" and created a new account, but still when Qlik Sense starts I have no option to work in local mode. I've checked all of the controls and the extremely limited options don't have any way to change this. I think this was a recent change by Qlik and they haven't thoroughly tested.
Have you tried reinstalling it fresh?

Unfortunately I work at a bank and everything is locked down, so it's a big deal to get something installed or reinstalled. I suspect this might be the issue. I may not have appropriate permissions on my PC for Qlik Sense to run properly. I checked the log files, but that was not helpful. I think Qlik Sense starts and finds that it cannot perform actions necessary to work in local mode so just goes into cloud mode. A colleague of mine is having the same issue, but I can't find anything about it in the forums.
