Conditional colors for an artificial measure

Hello,

I have been developing a Qlik Sense dashboard that is based on a few measures:

FBP, LE, and then variations of LE with specific filters applied in the expression ([Finance Group], [Approval Status], etc...)

I have created a new measure labeled 'Delta' which is the code for FBP minus (-) the code for LE, basically this 'artificial' measure is supposed to represent whitespace between FBP and LE.

Here is what is displayed:

 

 

The values are all correct. But up to Jul-2019, I'd like the red bars to be yellow, this is to represent overspend, past Jul-2019, I'd like the bars to be red.

Is there a way to conditionally format this artificial measure to be yellow when LE is greater than FBP, and be red when vice versa? I've tried messing around with Value lists, which didn't seem to work. I have also tried using 'by measure' in the color expression options. 

Is there a  way to reference a specific measure that you've made yourself?
