How do I count the "ISSUED" Status, when in the Delayed column has the field blank. In this case the count is "6".

=count(IsNull(Delayed)) or
=NullCount(Delayed)

You could use set analysis to count the ones that don't have value.
Like this:
count({<Delayed={""}>}Status)
