Current Quarter vs previous year of same quarter values

Hi Team, 

I have year, Month, Quarter fields are there, 

Requirement :

Current is Q4 is there, but data having Nov data no dec data is there, 

Now compare 2021 Q4 (OCT, NOV) data to 2020 Q4 (OCT , NOV) data.

If 2022 Feb month is current month --- Here display the 2022Q1(Jan) vs 2021Q1(Jan)
