Custom Security Rules - Scheduler control & Governance

Hi,

I'm hoping someone can help here.

In QMC we have built many custom security rules and would like to build another to control if an app can be scheduled if it meets a certain criteria, such as the app holding a tag like 'schedule approved'

Reason for looking for such governance is that we have over 300 developers and some of the apps built by certain developers are causing the whole system to grind to a halt due to excessive cpu usage on reloads etc.

So is it possible to regulate an app from being scheduled using a tag associated to the app?
