By any chance have you checked that the file is on a location that is accessible?
First try to load the file on a new QVW using the UI to double check that the path is correct.
Then select the file from the file explorer, then Properties\Security tab\Advanced \Effective Access, then under "User" select the user that is used to access that path and verify you have the correct privileges to get to that path.
