How many accounts do not have a CEO

In a pivot table, I am trying to count the number of AccountId that do not have a CEO (Job Group)

My dimension is AccountId

My Measure is 

Count(distinct {<Job_Group__c--={'CEO'}>} AccountId)

The measure is not working . I have 129 AccountIds and 2 have CEOs so my value should be 127

I get 5
