How to include 2 single quotes in a string

Hi,

I am trying to change a field that includes two or four single quotation marks : '' or ''''.

I have tried:

IF(ZF_AGR_UST12_VON = chr(39) & chr(39) OR ZF_AGR_UST12_VON = chr(39) & chr(39) & chr(39) & chr(39) , '%', ZF_AGR_UST12_VON) AS ZF_AGR_UST12_VON

but there were no changes.

Does anyone know any other ways? Thanks.
