How to see description of a chart when you hover over it?

Show details toggle allows us to see details like description, dimensions and measures. Is it possible to only see description rather than everything.

If that's not possible then what's the alternate solution.

Requirement - To be able to see a description of the chart when you hover over it. Tooltips won't work as for that you need to hover over a particular bar(in case of a bar chart) to see that

use a Container and add two objects to it and show them as Tabs

1) the Chart itselt

2) a textbox object with the description needed
