Let people upload an excel file to published apps

This is currently with the standard security rules not working. It works when someone can duplicate the app.

But i want people to upload a budget excel file in an published app. What security rule (everything is setup standard) do i need to change?

if everyone is accessing and changing the excel source mentioned in the app it will refer only to the latest file uploaded by the person.

Please the excel file in the common shared path and ask people to update the excel with the latest values.
