Qlik Sense uses responsive design, making it device agnostic. The application will automatically adjust the UI depending on the device that Sense is being accessed from.

QlikView does support a mobile view which you can set on the server against a document but it is not responsive as the UI is built in a completely different way to Sense.

You instead get a simplified consolidated navigation of your sheets objects. It then displays the chart you select. Perfectly fine for some applications but if you want Charts to be visible and interactive from the off then Sense is your best bet.
