Scatter plot color by expression

Hi All,

Need some urgent help on Scatter plot color by expression, condition should be like 

if INSV and IGP increase color Green, If INSV increase and IGP decrease Orange and IF both decrease Red

So the area where line is going up will be green, then where line is stagnant will be Orange and from the point line going down will be red.
