how to assign two values to a single value in if condition

Hi,

I'm using the below if statement but it is not displaying any result.

if(Level1='Test Two & Three','Two' or if(Level1='Test Two & Three','Three')) as Level2.

Is there any wrong with the statement? Please help me to correct the above statement.
