Is it possible to set the amount of minutes or units a user can use with the "Analyzer Capacity" licensing ? 

For example: I have 1000 minutes of usage in a month, can I set that user "A" can use only 30 minutes and user "B" can use 120 minutes ?

Unfortunately no, there's no concept of assigning minutes to a pool as of now. I'd recommend pinging your partner manager to help prioritize this functionality.
