Unable to create a Connection using OLE DB

I'm having problem creating a new connection using oracle provider for OLE DB. Any help will be appreciated.Thanks.

Basic Checks -

Check the password 

Check if the test connection returns success notification 

If yes - check if the table names + feild names are correct .

There is no specific error. It says "test Failed"

There is no specific error. The connection is just spinning for more than 30mins plus.

Is the database online ? could it be a connectivity issue ? 

are you able to log into the database and see the tables ?

yes I'm able to login to the database using TOAD.
