Sometimes it happens that there is packet filtering/analysis on the network which causes packets sent on specific ports to arrive more slowly to the destination machine.

Resolution:
psping can be used to check the latency on the needed specific port.
Once the tool has been downloaded and unzipped, in the command line, use the command psping <servername>:<port> to check latency to the machine on a specific port
