It does not appear this is the case, as all of the links and much of the verbiage refers to this being cloud-only. Clearer labeling would prevent misunderstandings and disappointment for those of us focused primarily on the on-prem product.
Good point @Or, we have just corrected the first paragraph in the blog post content to be more precise: "Qlik Sense Enterprise SaaS", which refers to the user-based Cloud subscriptions, indeed, and not to Qlik Sense Enterprise on Windows client-managed. Sorry if it was not clear initially.
@AlexOmetis and @OlivierDubois Thanks. Clearer language such as what @OlivierDubois has modified it to is the way to go, since "Qlik Sense Enterprise" does currently refer to two different products (but maybe that's something Qlik should rethink, since it's kind of confusing in its current state and using the entire "Qlik Sense Enterprise Client Managed" is a mouthful and a half).

On the rollout side, we completed additional refreshes last week. All eligible tenants matching the listed subscriptions, including NFR partner tenants, should now have Data Products and Data Quality available. If you’re seeing something different, feel free to message me directly or open a support case so we can look into it quickly.
I see on Qlik.dev that we can create data product via API.
We have data product in our data warehouse and we already create data connections automatically in space for the developers. We want to create Qlik Data Product via API with all the dataset inside.
But I don't see the creation of data set (only cli is available). Is it on the roadmap ?
