We are implementing Okta Single Sign-On (SSO) with Qlik Sense. I've successfully set up a virtual proxy to integrate with Okta. Upon a user logging into Qlik through the virtual proxy, a user account is automatically created using their email address as the User ID and 'OKTA' as the User Directory.
However, this method currently serves as the sole means to add Okta users to the Qlik Sense user list. We need a way to synchronize Okta users automatically, similar to how the User Directory Connector operates, while also integrating their roles within Qlik Sense."

Anyway, to proactively (i.e. not when they login) create users for Qlik Sense on-prem and/or to sync additional information (e.g. group membership) you have to use a User Directory Connector or do something with the APIs. For the UDC you could see if Okta provides an LDAP interface that you can sync to or whether the other UDC options could work (maybe ODBC?).
