I'd recommend making use of the following Qlik Help documentation for upgrading a Qlik Sense Enterprise on Windows installation: Planning your upgrade.
In your case, you'd most likely need to upgrade your PostgreSQL installation to 14.8 as well. There's documentation for this here: Installing or upgrading PostgreSQL using the Qlik PostgreSQL Installer.
Make sure to create and keep backups of your currently working installation, as well as backups of your new installations.
