Is there any mechanism available , to alert on the latency part .... which will trigger a file so that ..at database end some script can run inorder to control on the incomming changes?

You can set notification in the Replicate. Click SERVER --> Notifications --> New Notification, you can find latency setting under Performance/Resources. Replicate will send notification to system log e.g. Windows Event log or email.
I think you may use a tool to monitor system log and trigger your script.

As my colleague mentioned, while REST API is available, it is supported by another product - Qlik Enterprise Manager. You can get the CDC latency through this REST API - GetTaskDetails.
