Change Sequence Numbers From Oracle

Hi, we have had issues in Qlik Replicate (that may be due to the failures and restarts), where we have seen the same transaction_ids, same transaction event numbers, but different change sequence numbers come into AWS Kinesis from Qlik. The data in the transaction is the exact same between the two, and time stamps range between seconds to 30 seconds apart. We have code to make sure dups are not sent in via transaction_id and change sequence number, but we didn't expect a scenario where the change sequence number would be different, but the transaction_id, transaction event numbers, and data for the two would be the same.

Is this normal behavior from Qlik and/or Oracle? Does Qlik assign the change sequence number?
