Following the help page instructions in the June 2017 release, it is not possible to create the expected QMC content admin roles:

This is reported R&D as a documentation bug (help page) and a change for the security rules to be changed to work correctly. For reference: QLIK-79080 and QLIK-80899
Resolution:
Bug QLIK-80899 has been corrected in the November 2017 release.
The information below can be used as a workaround, if you are unsure of how to adapt this for your environment, Qlik Support suggests to involve Qlik consulting services.
- Stream Access: All users within a group (DepartmentAdmin) will be able to manage all streams with a specific custom property value (@Group=people)
- App Access: All users within a group (DepartmentAdmin) will be able to manage all Apps published to all streams with a specific custom property value (@Group=people).
- ReloadTask Access: All users within a group (DepartmentAdmin) will be able to manage all ReloadTasks, SchemaEvent and CompositeEvent (workaround). It is not possible to limit the access only to the tasks for apps published to a specific stream (defect QLIK-80899).
- Access to Duplicate Apps (workaround): Rule created above for App Access gives the users rights to duplicate the apps as well but because of the bug in QMC the "Duplicate" button remains disabled. To enable this a new rule has been added to grant access to all users within a group (DepartmentAdmin) to create apps in QMC Only.
