Disable New Sheet Object in Plugin

What setting do I need to flip to disable the new sheet object option in the QlikView server? This customer is running on 8.2. I assume it is authentication in IIS and the distribution of CALs but I hate to speculate.

Under document properties --> Tab Server --> uncheck Allow Server Objects.
