If you want to access the app then you need to deploy it in Qlikview server, then only it is possible to access. I think it is no possible to download the Qlikview file and view it in iPad but you can download it and view it in windows PC/laptop using Qlikview Desktop.
You would need to install the QlikView iPad application and install the OffLine service on your server to do this. Then publish the application on your server.
