Jmeter test results - 100 concurrent users for 60 minutes with an avg. response time greater than 7 secs, IS this OK?

Hi,

     As stated in my question I get a  Jmeter test result for 100 concurrent users for 60 mins as Avg. response time>7 to 8 secs. Is this normal or should I need to worry?
