QV Dist Svc error : FileSystem Plugin was not found

We are seeing this error message from QlikView Distribution Services in the Windows event log while running QV Server 10 SR3.

     FileSystem Plugin was not found - No operations will be executed! Path=

What does it mean? I can't find it in any of the documentation.
