You only manage the table in the publisher. The table is only a page with a table you load in the reload, if you have no publisher you can also use other data pools like databases.
Publisher brings other more intresting security features, like dada reducing during pubishing, automatic writing the ntfs user on the file. A good feature is that a user can not enter the main file wich has the script inside, he only have rights on files distribute for him.
