qmc Authtable Error Cannot open html file

We just recently moved our section access tables from a set of excel spreadsheets to the qmc Authtable.

Everything is working great but when we try to reload our document with publisher we get an error that the html file cannot be opened.

We have added the service account to the qmc authtable security as suggested in other posts.

The service account is a member of the local qlikview administrators group.

I tested pulling data from other html tables like a country list on wikipedia

Does anybody have any other suggestions?
