"Cell not an action"

I am trying to execute an external program task in QlikView Enterprise Management Console (QV 9.0.7119.4 on a Win 2008 Server) and I always get the error message from Microsoft Internet Explorer "Cell not an action". Are there special authority setups on Win 2008 sever to trigger a bat.file from QEMS?

Here is my command line statement:

"C:\ProgramData\QlikTech\Publisher\ExternalApplicationTask\TEST2.bat"

I can run the bat-file in cmd window on the server!
