Adding Target % to one bar of bar chart

I have a pretty simple bar chart (attached). Just looking for the best way to add a "10% Goal" to the final bar (Operating Income). I am trying to avoid hard coding a text box on the chart but don't know of any other way. A reference line goes through all bars and I also messed with Error Bars but couldn't get that to work either.

I am wondering if you got any response or found out the way how do add GOAL (%) in the chart due to I am in trouble to set up GOAL (%) on combo chart with bar chart and line chart.....
