Block chart

Hi Expertise,

I have a blcok chart iam facing a issue.

Here iam getting some cities within other(Block)  ,, and when i try to click on the Other block it is not showing the cities..

How do i get this ...or is there any way to display all city names in individual block ..i dont want to show other..

Please find the the attachment of the QVW file..

Please help...
