with straight table only horizontal line possible
i guess this is not possible.
but you can place a transparent line object on top of your table:

refer to the attached sample (to enable grid mode press Ctrl+G) then custom format cell

what kind of table are u using? Straight Table or Pivot?

requested format can't be done. because if we apply custom cell border format for column header in pivot it will apply all the columns (there is no specific fields to define).
FYI, u can see below image (there is line in b/w Actual and plan).
i would suggest advise your users there is limitation in qlikview or if you have qlikview Nprint then achieve expected customization.

afaik, if using pivot table you can set the grid either to all of the dimensions or to none.
If you need the grid in the dimension the same way like doing in the expression you will have to go with the above mentioned solution to put a small line object on top of the pivot table.
but perhaps someone has a better solution and might correct me!
