Certain Formatting for Straight Table Chart

I've a request from dashboard users to have certain formatting that I've done in the screenshot. They want to have dark bordering after certain expression, section bordering where a particular dimension value changes.

Is it possible in a straight table to show repetitive dimension value only once like in a pivot table but not using pivot table.

I  don't  think  so  custom format cell works for you this case,  but we  can achieve  to play around use the line object with the layout top and use.  in fact,  it won't go like image to any report pdf /  excel  something
