Change Access Point Language

Why there is no way to change QlikView 11 Web access point language?

1. Stop all the services
2. Edit document C:\ProgramData\QlikTech\QlikViewServer\Settings.ini
3. Add the line InterfaceLanguage=German (or language of choice; not sure which ones are supported)
4. Save file
5. Restart services
