Default display to middle of range on chart?

Is there a way to land in the middle of a range on a chart when moving to a tab?

i.e chart goes from 1990 to 2020 I want to land on 2011 and have -1/+5 years visible (2010 to 2016), the rest scrollable.

I have couple of days to get this working. But I need the sample QV document to try and test it. Also It will be helpful if you can provide more explanation but writing comments on the QV document.
