Expression to mark recovered amount

Hi!

Please help me on my requirement to show in the attached table. I need to show the amount recovered in a column which is more than the budget. As can be seen the column " Excess to be recovered"  carries such balances of which only negative balance to be recovered. I need to show in this column 

** All negative balances against  each Month to be shown as a positive figure!

** Values which carry 0 balances to be shown  as 0 balances as something not recoverable!

** Latest Month balance  needs to be treated as not recovered by showing the same amount as a positive figure!

** Total row should always carry the total excluding latest Month figure!

** As I continue this recovery process in to the future Months & so on  always the  latest Month balance should always to be stated as a positive figure to be recovered.

By incorporating all these factors, please propose an expression

Dear Sunny,

Will you be able to help me on this? Also if I am to apply conditional  formatting like coloring negative balances etc, how it could be achieved?
