Help Text on Chart doesnt show on hover

We have a chart where we have populated help text in the Captions tab.

When we hover on the "?" icon on chart, it shows the help text as popup.

but when we upload the document and access the qvw via the url, instead of help text while hovering on "?" button,

we get an option to open help.

Is there a way we can directly show the help text description on hover rather than have the user click to open and close he help text?
