Help with Aggr () not working

I am trying to aggregate the total value of the count result as below. but this is not happening

Sum(Aggr(Count({<RECORD_TYPE = {ORDERED, SHIPPED}>} DISTINCT BILLTOCUSTEDP),OFFERNUM))

I am trying to aggregate the same offernumber

below is after aggregating, the total should be 19 , but it still shows as 18

Thanks Sunny , I opened the app you sent , and seeing as below, The last total is still 0 when I opened.

Also not aggregating as you have used Dimensionality='6'

when I use Dimensionality <=5, its aggregating, but the last Total row is still 0

What tab are you looking at? I am looking at Promo Results tab and Offer/Promo Demand?
