How can i put in a field to put in user's comments in a dashboard?

Hi All!

I would like to put in a conditional image under Trend column (ex. green light < 2:15, yellow if actual between 2:16 - 2:30, red >=2:31)  comparing the 12-mo Avg against the Actual.  How should i do this?
