How disable ALT Key Move Object feature?

During development of the QVW, I have disabled the Move/Resize option on all objects, however as I understand it, QV 10 and above allow designers to hold the ALT Key and move the objects. Is there a way to disable (i.e turn off)  this feature ?

Go to sheet properties->security and uncheck move/resize. That should do it.
